Noise is just some of the other tenants frankly, ESPECIALLY ones with dogs (which is many). I would encourage management to emphasize to dog-owning tenants to be mindful of keeping dogs in at night so they aren't barking during 'quiet hours (10 pm - 8 am) and keeping other tenants (and our small kids) awake.
