All utilities are included (NID water, PG&E electricity, propane gas, and garbage) ***UNLESS*** property owner's bills increase more than $60/month over the last year's average for water or $150/month for PG&E. If garbage/recycle cans are overfilling from what is there now, tenant will need to get their own can.
