New Castle is located on the Pennsylvania state border, about 30 minutes from Youngstown and an hour from Pittsburgh, two cities notorious for Rust Belt decline. The city is still connected to Pittsburgh by an affordable commuter bus operating during weekday rush hours.
One thing is certain about New Castle: there are plenty of cheap apartments available in desirable neighborhoods.The majority of apartment rentals located in New Castle proper will be found in the northern neighborhoods on the way to Neshannock Township, which is located just outside of the city limits. The North Hill section of New Castle has plenty to offer in old, renovated rental homes, as well as a handful of new developments with townhomes and condominiums available.
There’s a similar story to the south and west of the city center, respectively, in the areas adjacent to Shenango Township and Mahonington. Here you’ll find well-maintained apartment buildings with everything from studio apartments to three bedrooms.

Finding an apartment in New Castle that accepts your pet may not be easy, but it’s very possible. Keep in mind, most of the time you’ll have to pay a premium for bringing your dog along in your new apartment. Some apartments require you to pay monthly pet rent, others will ask for a non-refundable pet fee or a refundable pet deposit.
